CWSC Board Action Report

January 4th

During the next few weeks, Concan Water Supply Corp. and its contractor will be installing a new water line from Kenneth Arthur Crossing to Mariposa. The line will be placed in the County road easement just off River Road, on the north side. As a result, we will be crossing several driveways. Please be assured that the driveways will be repaired with appropriate material. Please drive safely as the equipment will be just off of the edge of River Road. This is a critical water line installation, and we appreciate your cooperation during this construction.

December 2022 Board Meeting

1. December Board meeting scheduled for December 12 is cancelled due to lack of quorum.

The next scheduled meeting will be on January 9, 2023 at 4:00 p.m. at the CWSC office.

2. Stage 3 Restrictions are no longer in effect for Concan Water Supply members.

3. Two additional 5,000 gallon storage tanks have been installed at Water Well #4.

4. The capacity test on Well #4 is scheduled to take place the week of December 12, 2022.

5. The Board has elected to go with PVC pipe construction and has a contractor to perform the work.

6. The Board is working on procurement of land near the Fire Station on Mariposa for the installation of storage tanks and a booster pump.

7. The Board continues to work with the County of Uvalde regarding obtaining an easement for pipeline installation.

8. Still no results from grants submitted by the Board.

September 26th

October Monthly Board of Directors Meeting has been moved to October 17. 2022 due to the holiday on October 10, 2022.

SEPTEMBER 1-8, 2022

There were no serious outages during the Labor Day Week-end. Hopefully, with the rains some of our wells will begin producing once again since the usage has decreased.

The board is still exploring additional sources of water.

Thanks to all who have helped us by conserving water during this drought. It was not easy on the customers or the water company.

August 23-30, 2022

*Please continue to conserve through this Labor Day Week-end.

*Hopefully, it will not be necessary to shut off the water at night as the storage is staying full at this time.

*Have a fun Labor Day Week-end. Thanks again to all who have helped CWSC through this crisis.

AUGUST 17-24, 2022

*There is not a need at this time to continue hauling water to fill the storage tanks as they are able to continue filling with the producing wells. This is due to the decrease in water usage over the past week.

*Water, at this time, is no longer being shut off at night.

*Labor Day usage will most likely be high so the situation as to water shut offs during that time will have to be evaluated.

*There has been some rain in the Hill Country this week, so please pray for more.

*Again, thanks to all the customers who have dealt with this situation and have been willing to conserve!!

AUGUST 9-16, 2022

*Restrictions remain in place.

*Water usage is down now that the season is winding down, allowing our storage tanks to fill.

*Boil water notice in effect until rescinded.

*Thanks to all of you who have conserved the water supply.

August 3, – Aug. 9, 2022

*Conditions remain the same with in- place restrictions.

*Board plans on drilling three new wells and laying two new pipelines to distribute the water.

*We sincerely appreciate your efforts to conserve. We solicit your continued efforts as we near the end of summer.

July 27-Aug. 3, 2022

*Restrictions as set out on the website are still in effect.

*Boil water notice will remain in effect until rescinded.

*Water continues to be turned off from 10 pm until 6 am each night.

*Rolling outages may occur when storage tanks empty.

* Waiting on drilling rig to drill additional wells.

*The Board appreciates your patience during this extreme drought and water shortage. It is understandably hard on all the customers, but CWSC is doing everything possible to provide water for domestic use.

*Hauling of water from one of our better producing wells to both the cement tank, servicing Canyon Oaks #1, #2, #3, #4 and Heartstone as well as providing water to the green tanks by the golf course.

*CONTINUE TO PRAY FOR RAIN!! Our wells and our river, as well as the wildlife are badly in need of moisture.

July 20-27th

Conditions and restrictions remain the same as posted previously.

*Continue to pay for the hauling of water from Well #4 to storage facilities.

*Cement tank servicing Canyon Oaks #1, #2, #3 emptied twice this week, causing the need to begin hauling water also to the utility area from Well #4.

*Plans to begin drilling a shallow well will be starting hopefully on July 27, 2022.

*Plans are culminating with various state and federal entities to secure funding in some way to help off-set the expense of drilling new wells. This money cannot be spent for the hauling of water.

*Meetings have been held to begin drilling a deep Trinity well. A geologist with the TWDB will assist with this project.

*Nightly turning off of water from 10 pm to 6 am continues.

*Boil Water Notice remains in effect until rescinded.

*NOTICE: THE OWNER OF EACH PROPERTY IS RESPONSIBLE FOR ADHERING TO THE RESTRICTIONS AS SET FORTH IN CWSC DROUGHT CONTINGENCY PLAN, STAGE 3, WHICH IS FILED WITH THE STATE .THIS STATES THAT THE WATER CAN ONLY BE USED FOR DOMESTIC USE. THE RESTRICTIONS STATES NO OUTSIDE WATERING OR FILLING OF SWIMMING POOLS AS LONG AS CWSC REMAINS IN STAGE 3.


July 13-20, 2022

1. As of this date, CWSC has incurred $112,000 expenses for emergency trucking services to transport water to the green tanks.

2. Have drilled two wells which did not prove to be producible.

3. Have secured a third location to drill another well. Waiting on a rig, possibly next week, to drill.

4. Meeting will be held this week with USDA to perhaps  secure federal funding to off-set trucking costs and the cost of drilling additional wells.

5. Meeting will be held this week to discuss location and the feasibility of drilling a Trinity (deep) well.

Repeat of message sent via Message Blast on July 19, 2022:

WE ARE LOSING GROUND IN OUR LARGE STORAGE TANKS LOCATED IN THE COUNTRY CLUB AREA. THIS SHOULD NOT BE OCCURING THIS TIME OF THE WEEK. IT APPEARS PEOPLE ARE IGNORING OUR REQUEST REGARDING NO FILLING OF POOLS WITH CCWS WATER. WE WILL BE SHUTTING DOWN THE SYSTEM AT 10:00 TONIGHT (JULY 19) WITH PLANS OF TURNING THE SYSTEM BACK ON AT APPROXIMATELY 6 A.M. TO SEE IF WE CAN REGAIN STORAGE VOLUME. IF THAT DOESN’T WORK, THERE COULD BE SOME DAYTIME OUTAGES. HELP US OUT!!! CONSERVE

July 6-13, 2022

1.  Entire system will be turned off from approximately 12 midnight until 6 am.

2.  Boil water notice is state mandated and will be in  effect until a Boil Water Notice is rescinded.

3. Company in the process of drilling another shallow well as well as a deep well.

4. A shallow well was drilled this week, but was not a producer.

5. Working with several land owners to obtain acreage to drill a deep well.

6. Since January 1, 2022, CWSC has spent $200,000 on generators that the TCEQ has mandated in case of another freeze emergency. This only covers the generators and pads; additional expense will be cost of the propane tanks, installation and fuel costs..

7. Cost of trucking water has yet to be determined, but will be costly.

8.  $40,000 has been spent the first six months of 2022 on pumps and repairs.

Customer Notice of Water Rationing

Date: June 21, 2022
To:  Customers of Concan Water Supply Corporation
From: The Board of Directors, CWSC

Due to extreme drought conditions and extreme water usage during the past weeks, our system is unable to meet the demands of all water needs.  Therefore, under our Drought Contingency and Emergency Water Demand Management Plan on file with the Texas Commission on Environmental Quality, Stage 3 has been implemented with will begin on June 21, 2022 and will be in effect until the situation improves.

Stage 3 conditions PROHIBIT and are MANDATORY:

  • ONE SHORT SHOWER PER DAY
  • NO VEHICLE WASHING
  • NO ABOVE PORTABLE GROUND POOLS OF ANY KIND
  • DISCONTINUE ADDING WATER TO SWIMMING POOLS
  • REPORT LEAKS IMMEDIATELY
  • NO OUTSIDE WATERING

Water Wells are struggling severely.  Violators will be FINED.
According to TCEQ, any time a public water system shuts down for any length of time, or pressure drops below 20 psi, a Boil Water Notice is required to be sent to each customer.  It is not due to contamination.

NOTE:  PENALTY: A WSC is allowed to to charge a reasonable penalty to customers that fail to comply with the water use restriction procedures in accordance with 16 TAC 291.41(j).

***ALL WATER IS BEING SHUTOFF EACH NIGHT BETWEEN 12:00 A. M. UNTIL 6:00 A.M.***
